I suppose if you're desperate to start a new game with a high level character you could use console commands to level up early on.

I think there are mods which supposedly do this, but the one I looked at didn't look very well-maintained.

FIRST install this mod CRAFTING SUPPLIES-it's on the Nexus. After you escape Helgen go to the Guardian Stones and get a blessing of the Warrior, next go to Whiterun and get a full 8 hour sleep, when you get up head to Blacksmith shop and in between the forge and the smelter you will find a chest with tons of smithing supplies, take only 15 flawless diamonds and 15 gold INGOTS-at forge craft 15 gold diamond necklace found under Jewelry= your smithing should be 100, next fast travel back to the Guardian Stones and get a blessing of Mage stone, go back to whiterun and head up to dragonreach-go into the court wizards shop and as you pass the open door on the left you will see a chest-it's full of enchanted things take all the weapons, armor and clothes go to enchanting table and Disenchant all the things from the chest ENCHANTING should be at 100, Fast travel back to Guardian stones and get blessing of the thief stone go back to whiterun. Check in your ACTIVE EFFECTS and see if you still have the buff from WELL-RESTED = learn 10% faster. maybe get another 8 hour sleep, then go back to the court wizards shop and head to the Alchemy table to find a satchel of ingredents, take them all into your inventory and find the high the high price stuff and start making potions won't take long to get Alchemy to 100. I've got more tips on how to level fast at the beginning of the game. just ask.

Hmmmmm, but...... can you start an Old Game with a New Character? It may be possible, let me check my Alchemy Table and brew a couple potions to ease my mind.

Alas, it may be possible, but only a true Dragonborn can foresee such a solution

As it says "All Skills Go Up To Level 100 As If You Had Done It Yourself In-Game; You Still Have To Spend The 80 Or So Perk Points And Choose To Improve Magicka / Health / Stamina."

I have used it when creating or testing mods.
