Creation Kit
The Creation Kit won't let me use the DLC's to make mods. I can only use the normal skyrim game. I'm getting tired of not being able to use any of the dlc's to make mods. I need help please help me.

Scroll down to the part that says "additional one time step". Create that extra .ini file as directed and you'll be good to go.

Well, I can paste it for you, I suppose:

Create a new blank text file in the main Skyrim directory where TESV.exe is located. Rename it to SkyrimEditorCustom.ini and add the following:

[General]
bAllowMultipleEditors=1
bAllowMultipleMasterLoads=1
[Archive]
SResourceArchiveList2=Skyrim - Shaders.bsa, Update.bsa, Dawnguard.bsa, Hearthfires.bsa, Dragonborn.bsa

****
bAllowMultipleEditors= -- A value of 1 allows opening more than one instance of the Creation Kit. Not necessary but has uses.
bAllowMultipleMasterLoads= -- A value of 1 allows loading the DLC ESM files with Skyrim.esm and Update.esm. It is also necessary for loading the false flagged ESP files created with this tutorial.
SResourceArchiveList2= -- The Creation Kit cannot access DLC content without having the respective BSA files listed here.
Note: Mod BSA files may be added to this entry as well. There appears to be no harm in having them listed provided the mod file(s) exist within the Skyrim\Data folder.
Alternatively, SkyrimEditor.ini may be edited to modify or add any of the above entries as needed. However, any updates to the Creation Kit or verification of files by Steam will revert any modifications made. Therefore, the use of SkyrimEditorCustom.ini is recommended.

Yeah this makes no sense

It does. Just go to the folder where your TESV.exe is located. Create a new blank text file in the folder where TESV.exe is, and name it SkyrimEditorCustom.ini. Make certain to get rid of the .txt extension - that is, the file should be saved as SkyrimEditorCustom.ini, not SkyrimEditorCustom.ini.txt.
Paste this in:

[General]
bAllowMultipleEditors=1
bAllowMultipleMasterLoads=1
[Archive]
SResourceArchiveList2=Skyrim - Shaders.bsa, Update.bsa, Dawnguard.bsa, Hearthfires.bsa, Dragonborn.bsa

Save it. Open your CK. You will now be able to access the DLC.

What part? Upper is the part you need to copy in to your new file. Latter part explains to you what those lines are doing.

Every time I try to use it it loads to it and says there's a missing file to the dlc.

What does it say exactly?

I DON'T KNOW!!!!!!!!! I'm not in it

When you open the file content, in the ticky boxes, choose Skyrim.esm, update.esm, and whatever DLC you are trying to get's esm. You'll get the usual CK warnings, yes to all on ignoring them.
