I cannot free Thorald Grey-Mane ._.
I killed the Interrogator but there is still no way to free Thorald, he is still chained -.-

yes i killed everyone and waited for about 15 min or more for sth to happen, and i took everything from the Interrogator.

here is a list of known bugs with that quest ... http://www.uesp.net/wiki/Skyrim:Missing_In_Action#Bugs
I didn't see one that exactly matches what you describe though.

Do you have any mods installed? If not, you may want to try the unofficial patch just to see if that fixes it. Before that though, if there is a lock (I forget), you may try using the console.

go back out Thorald, make a save-then load that save, now talk to Thorald

Agree with Trigger and Alkpaz you only talk to him to free him, no key, you have miss something in dialog.

That is true. The Northwatch Keep key does not open chains, but doors. My mistake.

you might try a consol comand to skip ahead to him being realsed from the chains

When i press "e" to talk to him, he just says "What are you doing there " or sth like that, nothing else, and i cannot do anything. But thank you for all your help anyways :) i cannot load a save, because i have played so much since this and that would delete my progress. I will just wait until i go to this fort again with the official quest (i got there randomly).
May Talos protect you all from the Thalmor!

Yikes. I think that information was missing but that would be it... quest triggers are inactive because the quest has not started. Go figure.

Ok i now triggered the quest and freed Thorald successfully :)
May the Thalmor die painful deaths!
