Do i just drag and drop the files into the data folder for skyrim?

Depends on the mod. If the mod is only an ESP file with maybe a BSA file (most of them) then you can just drop them in the Data folder. They still might need to be activated with the Skyrim launcher data tab sometimes. If they have other file types you need to make sure they get put in the right data folders. For example an armor mod without a BSA file you would need to make sure the folder with the textures (.dds files) is put in the data/textures/armor/"mod name" folder, and if it has its own meshes (.nif files) in the data/meshes/armor/"mod name" folder. To uninstall that mod just delete those files.
