Yes most mod authors will tell you about known conflicts and other mods you may need to DL to get their mod to work correctly. As much time as necessary to get your mods correctly instlled and playing with no problems. Usually not alot of time unless you screw up.
With Steam Workshop, you just click "Subscribe" and the mod will automatically be loaded into your game with no hassle. Just click "Unsubscribe" and it will be unloaded. Simple.
If you're downloading from Nexus, use Nexus Mod Manager. It'll handle the installation and uninstallation of your mods.
If you're serious about modding I'd recommend not even using the workshop unless it's an exclusive. Use Nmm for installations (your order of installs can effect some mods) Boss to sort 'most' of your load order and if you use more complex mods such as SkyRe then look into Wyre Bash and SUM. Don't let the number of programs scare you, they're very user-friendly and easy to use.
As for if it is worth it, I was in the same boat as you and I don't regret my purchase, I could never go back to console Skyrim, because now Skyrim is the game I always wished it could be.
As for the time investment I fully modded my Skyrim with ~100 mods and a ENB over a weekend, total of about 12 hours. (Mostly DL times)
with steam all you have to do is click subscribe, and with nexus, most of the mods have a "download nmm" button which automatically downloads the mod to your mod manager. Make sure you activate the mod though, or nothing will change. (to activate a mod just double click it)
you should only download a few at a time though because if you add like 30 in one sitting and the game doesnt load you have to go through all 30 of them to figure out which ones are clashing.
