I would flay them alive... (dramatic music) ...WITH MY MIND!
Use them as meat puppets in front of an Oblivion Gate....

...just after opening it :D

I would call it: ''Dance of the Thalmor'', as their bodies jerk and judder in the blood splattering melee.

Then...I would stack their flensed skulls into a pyramid shape and offer them up to the Daedric Prince like some twisted Ferrero Rochet treat...then laugh manically as he says...''With this you will be truly spoiling us'' :3

I agree with Dan, it's medicine time, since I really liked his answer. After my meds, I guess I also need to get out of the house and go haraass some illegal handicapped parking violators.
I'll use my legal phone app that lets me report them to local law enforcement. BTW it is called " PARKING MOBILITY" Great program. Developed by the law to stop at least one sort of abuser.

Please be absolutely certain the person concerned is not invisibly disabled before you do anything like that - I know far too many people who are legally entitled to park in disabled parking (and have the appropriate symbolic bit of paper displayed in their cars) yet experience harassment when using disabled parking spaces because they can walk a bit. It's awesome that people want to stop non-disabled people from using those spaces, but it's easy to assume that just because you can't see anything wrong with someone, they aren't entitled to park there. (And apologies if you already know all this and I'm trying to teach my grandmother to suck eggs!)

If they forgot their placard then all they have to do is go to the courthouse or fax(mail) in copies of it .
Yes I know about invisible handicaps. I am one of them. And yes I have forgotten to put up my placard a few times and the reason I have since got a handicap plate on my vehicle.
Where I live all the college kids are handicapped. They don't know how to read, socially re-tarded, etc.. and when they come barreling out of the store with their 4 cases of beer and unloading it into their vehicle that is parkrd in the handicap slot I am sure they will be handicapped from the alcohol soon.
(re-tarded was a bad word ,LOL)

Cool - just come across a few too many people who think 'no wheelchair' = 'not disabled' ;) (many of them wheelchair users...) Almost as much of a bugbear of mine as non-disabled people who use the spaces to begin with!

Ha, just realised I forgot to answer. I'm not really into torture, I'd just have them all beheaded. Wouldn't give them the satisfaction of anything more interesting, tbh.

I would execute the leadership...publicly. Then imprison the rest in uniform and permit them to re-enter society when they have proven that they can be productive citizens. Since I have no idea what that "proof" would look like, it would probably take a long, long time.
