i.e. You're outside fighting a few bandits outside, you decide to use the Storm Call shout (thunderstorm that randomly attacks anything). By accident, not too far away, Talsgar might have been there and been struck with your lightning.
Try yielding to see if that does anything. (Engage in combat, hold block and press Action on Talsgar, then sheath your weapon). If he's stubborn and doesn't want to stop, let him die then resurrect him.
He does use a voice from the vanilla game. I keep randomly meeting him but don't recall ever doing so on the 360.
I sometimes get attacked for no reason by Stormcloak soldiers and Imperials alike. I've got Civil War Overhaul, and I'm not wearing any Imperial or Stormclaok uniform items that I'm aware of (unless the fur boots count). More often than not, I get attacked by random guards allied with teh Stormcloaks. It's weird, because if its a guard, it won't be every guard in town, just one guard, unless, of course, I have the audacity to defend myself, in which case all the guards will attack me. But if I let my allies kill him for me, I get no penalty.
Other than that, I've had the odd actor go aggro with no rhyme or reason for it. Usually, I can reload to an earlier save and they stop being aggro, which leads me to believe that it is a random glitch. Skyrim is strange, even without mods these things can randomly break. The only reproducible strangeness with aggro seems to come from the guard/soldiers thing I mentioned.(I should also point out that many people allied with the Stormcloaks seem to hate me, despite the fact that I've not allied with either side, nor even started the civil war quest).
They've got quotas to fill and clearly you looked like an easy target.
If you did you might have accidently struck them.
