If you post the stats of your own PC, we'd be able to know what does and doesn't need replacing to run Skyrim on high settings; perhaps your PC wouldn't need a better PSU for a new graphics card like mine did, for all I know.
Stable ultra settings may be out of reach for anything other than a specially built gaming PC, but high is easily within reach if you have a decent pre-built PC and you put a mid-tier GPU in it.
I have a PC with a 5 year old processor (i7 920) and can play on Ultra with every setting maxed out - with an HD 7950 graphics card. With every mod you can think of and its as solid as a rock. The only thing that won't play ball is ENB's on anything other than the lowest settings, I get big framerate drops otherwise.
