I've only completed the vampire side (got about halfway through the Dawnguard side once but wandered off and did other things then restarted) but I enjoyed it, the side quests seemed a bit more thought out (although I may have missed better DG side quests, all the ones I got were either 'go and kill these vampires' or 'go and kill some bandits who have somehow got their hands on important documents') Planning to play through the DG side with my current character, though.

Dawnguard for purely narrative reasons, but siding with Harkon does give you access to an extra Perk tree. Considering how Perk Points are finite, this may or may not be a good thing.

Dawnguard for the roleplay, Vampires for the gameplay (enchanting boost).

I don't have this DLC yet, but vampires are a filthy infestation!

Depends on your play style.
Personally I enjoy to RP lawful evil, thus I play a vampire character.
I use vampire enhancing mods to make my experience more enjoyable and more fleshed out.

If you like to do the more obvious righteous quests and take that path then perhaps Dawnguard is better. If you however enjoy to say who lives and who dies, holding another persons fate in the palm of your hand, then perhaps a vampire is a better choice.
It all comes down to what enhance the feeling you're trying to make for your own character.

It's a separate perk system, if you mean the Vampire Lord one - you gain perk points to spend on it by 'draining the life blood' out of enemies in VL form.

Vampire is hard to deal with it but very fun !
