Well... Maybe this game will get like 50-75% discounts any time soon in steam shop? I'm curious if you know a way to see discount shelude for a certain game.

But why it wouldn't? I've seen this game much cheaper anywhere in shop, but only for steam it stays that expensive...
I can't answer that one; I have no idea how Steam determines their prices. I would say your best bet to get the Steam version on sale is to wait until sometime closer to the release of ESO. I will hope that it goes on sale for you, because everyone deserves to play this game as often as they can.
Bethesda games have a habit of going on sale when this event happens.
And I have to agree, Bethesda games don't go on sale very often on Steam. These are the kind of games that took years to develop. But still, look at it this way; you're probably going to play this game for a long time. It's worth every penny.
Lastly, if you ever want to play Skywind, you'll need Morrowind.
I've already played Morrowind as I already mentioned. It's just it wasn't steam, which is where all headache comes.
And from what I've heard, Skywind will not require any game besides Skyrim and it will be pretty much free for everone. Maybe that's why it already have so many fans. :P

2. Q: What do I need to run Skywind?
A: You will need a copy of TES III: Morrowind, including the Bloodmoon and Tribunal expansions installed correctly on your system. Plus TES V: Skyrim of course. The exact files that you will need to run, as well as the instructions you should follow to install can be located on The Official Installation Instruction Thread.
