And from what I understand, is that you already have done that so, that's strange indeed, never heard of that.
What mods that potentially could involve dragons are you using? Have you checked their respective page to see how old it is and comments sections to see if other people have experienced similar problems and perhaps found a solution.
Skyrim is actually dragonless during "before the storm" until you give the dragon stone.
I was really wondering whats up with these strange worldwalls and the bandits and undeads guarding them.
After doing a lot of questing around Markath and Solitude I finally came back to Whiterun to meet the Jarl and suddenly I had a completely new game. I guess that's how a 12y old boy must feel when he suddenly finds out there is more to this thing then you thought your whole life.
On an other note. Have you checked your load order with Boss and made sure with the Skyrim launcher that all files are also activated?
