Small mod on workshop called Sword of fury easy to get and is OK, no issue with game.
When loaded it can be found at well in market place of Whiterun.

Belethor's General Goods in Whiterun, check under armor. I have found this place to be great for armor enchants. You can force him to show different items with the quick save trick by quick saving, hitting him, then quick loading.

If you're that desperate, you might want to look into alchemy, you can look online for which ingredients will fortify your one-handed skill (I realise you're meant to just experiment, but tbh if it were real life rather than a video game you'd be able to go up to the alchemist characters and ask them what to use to make a potion of whatever, so I don't personally view looking ingredients/effects up online as cheating, YMMV.) I've never found fortify one handed to make that noticeable a difference, I prefer to just go for extra damage enchants on my swords (although obv that has the issue of running out of charge).

Anyway, almost all enchanted gear is found randomly in chests or merchants, so there's no particular place which is better or worse, just keep checking general goods stores and blacksmiths and chests. If you're really desperate for a given item, and you don't want to just give it to yourself with the console command (I don't like doing that, not least because sometimes the items end up being glitched, e.g. I once lost an ebony shield and wanted it just to display in my house - I never used shields on that character - but for whatever reason I couldn't equip/display the one I console commanded) you could add it to the shopkeeper's inventory by opening the console, clicking on them and typing "additem [ID of the item you want - you should be able to find an ID for e.g. 'hide bracers of minor wielding", or whatever they're called on either of the wikis] 1" This *should* put it in their merchant inventory and thus allow you to buy it, providing you have the gold. Occasionally it seems to put it in their personal inventory, though, not sure if this depends on the merchant or what, in which case you won't be able to buy it, unless you have a 'barter with NPCs' mod. Mind you, I'm not 100% sure if this avoids the risk of an item being glitched, but I've never had that problem with having done this a few times when I didn't want to do the 'save, punch, reload' thing and was fed up of going round and round the whole stupid province looking for a soul trap item or whatnot.
