WHAT!?
So, I just started walking down the path from Cragslane cavern and some random argonian charges at me with his fists. No explanation, no nothing. No name either. What. Is. Up.

EDIT: I think he might've been a crackhead. He was carrying 2 bottles of skooma. Must've been high.

I think it is just supposed to be a way for Bethesda to poke fun of us becuase of Oblivion and such.

Think of it in Oblivion you're this random NPC and all of a sudden this armored dude comes out of the freaking trees and starts attacking you!!

I think Bethesda made those random NPCs to show us how NPCs feel when we do the same to them

I was going to the gate to Morrowind and some random Khajiit on a horse attacked me. Probably random encounters.

Its just one of many random occurrences you'll face. Have fun with two or more Dragons! Enjoy.

Anyway, you're actually correct: there are random encounter points that spawn either a drug-addict or a drug-dealer. Neither NPC will have a proper name and depending on your stats and dialog they may attack you on sight, accuse you of being a cop and ignore you, or attempt to sell you drugs or get drugs from you.

I love facing the DB assassins because they're so inept. What assassin just charges at his target who is traveling with an armored troll and housecarl wearing Dragon armor?

It's funny when Maven threatens to send them after me if I "ask stupid questions." Stuck up ♥♥♥♥♥ doesn't know how many assassin corpses I've left on the side of the road.

Sounds like the Argonian Thief. You'll come across him from time to time. Purely random, like other characters like the M'aiq the Liar or that wandering bard guy.

That bard is not random, he's quest related.

What quest? Only quest I've ever noticed him being involved with it's that he's one of the people who can trigger "find out about the Bards' College" in your journal, and I've met him at various pretty random points.

If you're near the Reach and you encounter him, he'll trigger you to look for Bard's Leap, which can result in all sorts of nastiness if you're not prepared. It's not really a true quest though. I consider him a more developed random encounter.

Yes, I have encountered the crackhead. Yay! more Skooma and Moon sugar for Mr. Buttons!

My current build has had no less than 18 assassination attempts. I know, cause my build collects little trophies from each one and I've taken screenshots of each attempt. All failed. DB should really die for all of this incompetence. Or Mr. Buttons can join them and show them how it's done. I'm on the fence with that questline. Does Mr. Buttons really need to associate with such obvious idiots and amateurs?

The random thief is awesome too. If you have decent speech, you can get out of it. Favorite part, walking up to thief in all of my Dwemer glory, carrying more loot, gems, and septims than I can possibly carry and then convincing the thief that I have nothing. hahahahah Tamriel's dumbest criminals indeed!

Lol, if you fast travel, you miss all this fun.

Ah, cool! I always like bumping into him, although I think it's a shame if you ask him to perform for you he doesn't wander in the same direction as you while he's singing.

More than you know. He was killed by bandits outside my Lakeview Manor and he had a fork & plate on him (Possible Cannibal) and once I had to kill him in a Dawnguard side quest (He's a Vampire).
