Anyone else can't buy houses?

Before you say anything, yes I have done the required quests, talked to the right people, have the gold and all that simple stuff. The dialoge option to purchase houses does not appear at all. None of the mods I have should cause problems with that. Ive tried all the major cities but no option to buy appears. Not sure what to do. Anyone else have this problem?
**On a side note Lydia, when I talk to her responds with throw voice dialog and I didn't change her at all

I had the same issue recently. There are some threads with various solutions (from the obvious about required quests to some bugs in earlier versions), but the cause for me was that I started the game with add-ons (after installing Legendary Edition they are checked by default) and later unchecked them (I like to play open world games first time hrough without add-ons, then start new games for the add-ons).
It seems due to changes in the house purchasing mechanism (and hence dialog), when starting with add-ons and then removing them, the saved game gets corrupted beyond repair.
I didn´t expect this, because I switched off the add-ons early, before they made a difference in the game, but nevertheless the only way to solve the situation was:
If you add or remove add-ons, start a new game! Don´t use a saved game, no matter from how early in the game it had been saved.
