I know some games allow addons, but I don't know whether it's official stuff or indirectly modding without tampering.
Its terrible.
(I have yet to see any MMO condone the use of any content-replacement, client side. While it has definitely been done, MMO devs keep a very close watch for that sort of thing. "Warden" programs, etc... )
That being said, I really don't see the need to worry about it... I don't think TESO is going to be around for very long unless they go FTP. And, maybe not even then. So, I don't think there's goign to be a huge amount of UI mods for TESO to choose from after awhile.
The game's not in early stages - its slated for release on April 4th.
Will not happen however, but I can dream.
IIRC, there have been attempts to do this in other MMOs. For instance, in Everquest Online, you can construct items using their creation-kit whatsits and sell those items in the online shop.
Things like "instanced" housing and the like have also worked well in many games and there have even been MMOs that allowed players to send other players on quests and the like. But, actually constructing "game content" that involves all the nice bells and whistles you'd like to see is nearly impossible.
Imagine Skyrim Online MMO with the number of "mods" and "game content" additions that can be found on Steam or someplace like the Nexus... Then, try to figure out how to distribute all that! You'd never get to play the game. :) You'd log in and sit there for hours while the game's front-end downloaded all the new content.... and it would never stop, since MMOs are 24/7/365 affairs.
"Instanced" content would be the best way to go, but it would have to be tightly controlled and "subscriber only" in that you didn't download it unless you chose to do so. Even then, imagine all the god-items and cheating. :)
