It almost looks like you're partway through an object.
First, I'd try to verify the game cache. Some important files may have been deleted when your computer was cleaned.
If that fails, try reinstalling the game (and maybe starting a new game.)
I did have to reinstall the game when i got the laptop back however i have no tied restarting the game and i dont know what a game cache is
Verifying the game cache is an option steam has in the game properties for each game. It looks through the files and looks for things that are missing or ♥♥♥♥ up, then replaces them. If you have more then 1 file that needs to be replaced, that means it found (and will fix) a problem.
You might want to try a complete reinstall (deleting the Skyrim folder, and let it reinstall from scratch.)
