Toggling with skyrim graphic settings

ok im operating off Windows 8.1 64bit, AMD FX 4300 3.80GHz processor, AMD Radeon HD 6450 Graphics Card and when i set graphics on default it will automaticly detect it on high graphics settings but when i play the game it runs pretty sluggish....longer load time, choppy movements unexplained game crash
