Since it was the "last" dlc released for Skyrim, based on natural progression of the game and its intended target (a Dovahkiin that has finished most of the quest lines, is higher level, etc.) Dragonborn is indeed meant to be more difficult than the vanilla game. However, that will not stop a new player from meeting the Greybeards and instantly jumping ankle-deep into the Dragonborn questline.

Who told you that it was supposed to be more difficult? If you wait to do it until after you've complete everything else, then it will be very easy because you'll be higher level. If you rush to it at low level, on the other hand, it will be more difficult. It's like everything else in the game. Really.

p.s. Karstaag and Ebony Warrior are both far more difficult than anything in the vanilla game. I'm guessing you haven't run across them yet.

Playing on Legendary at level ~60, I found the regular missions no more difficult than vanilla quests.

The Boss fights, though (Miraak, Karstaag, and although I've not yet fought him I hear the Ebony Warrior is equally tough), are something else entirely. I died countless times whilst fighting Miraak despite ridiculously good (though not abusively so) gear and whatever creative tactics I could think to pull. Still haven't defeated Karstaag, as he seems to regenerate health faster than I can damage him.

Yeah, supposedly none of those bosses are a picnic unless you have some pretty overpowered gear. I'm looking forward to nice long battles on this playthrough.

My first near playthrough of dragonborn (haha, last quest got bugged), I was in the mid to high fourties (default difficulty) and didn't really have a lot of challenges because I had Kharjo in full enchanted Daedric armor, a great dragonbone bow, sneak gear, and level 100 sneak. I don't think most bosses even saw me, which is unfortunate because the boss fights let me down. Duh! Cause I snuck around like a coward. The non-bugged playthrough after that, I think I started in my 70s (Expert difficulty), cause I remember meeting Mr. Ebony not long after I served Miraak his a**. Had a dissapointingly easy time too, no sneaking and a pure melee build, but my gear was overpowered, no where near 1000 damage, but IMO, overpowered. I've played builds on Ledendary and don't really like the balance, so I settle for Expert, which for me has the right damage taken vs. damage dealt ratio. This current playthrough is a no crafting except smithing build and is a battle mage, and NO SNEAK, so I think the challenge will be better. Yay! Go Dovahkitty!!

It's a great dlc. I'm only running one mod for it, some improvements to the House. Weapon racks didn't work in my first playthroughs, hopefully now they will.

I never found Miraak that challenging, except for my conjurer, who discovered that summoninng his backup didn't work quite right on that platform. If you can handle dragons then you can can Miraak.

Karstaag though, can be very tough. He's immune to just about everything but fire, and regenerates like a troll on skooma. My melee character found him to be the easiest, possibly because I had an awesome (but not overpowered) mace. My illusionist did his invisibility/backstab thing to great effect, but my vanilla blasto-destruction mage was severely outclassed. There is a ledge you can hop on though, that he can't reach.

Never gotten high enough to encounter the Ebony Warrior though. I'm guessing the prime tactic there is to use up one of your Karstaag summons :-)

The Ebony Warrior quest line doesn't trigger until after level 80 I believe, and once you visit a hold.
