that is the remains maybe of the imperials just taking the rift if it was right after taking the rift in the civil war quest line or right after season unending. they do that in most cities, right after the taking markarth version i go into markarth and some stormcloaks are getting their asses handed to them by the markarth guards.

The other day i was walking up to Riften near the stables, and a lone Imp was running out. All the local guards were chasing and shooting at him.

I was only level two, so no civil war content had even been mentioned. Not even the random npc chatter prompts to join either side yet.

Messengers of both factions run around Skyirm. They have a habit of running straight in to vampire lair that I had just cleared out - and freaking a **** out of me while at it.

Just imagine staning over Morvarth's body and being happy that the battle is finally over. Potions are gone and your health is just starting to regenerate. Suddenly you hear footsteps behind. Someone comes running straight at you! You take your sword, jump back and... *AAAAARGH!* Stormcloak courier stops, looks around, turns around and runs away again.

Next you draw your bow...

I had a simular incident in Whiterun. I have the Fully Upgradable Breezehome mod and I was exiting through the secreat underground passage. When I opened the door an Imperial Courrior comes running in, I just stood there and said to myself, WTF! He was running in place against the metal door for like two minutes and then finally turned around and ran back out the cave entrance.

I once witnessed some Imperial soldiers fighting a Riften guard after I'd finished the Imperial side of the Civil War (which I'm pretty sure means that the Imperials are in charge of Riften and the guard must've been a renegade refusing to give up their post...) so naturally I stepped in to help my pals and killed the guard - and got a bounty! Sod that, I reloaded and left them to it.

I was at one of the mines, the one near Winterhold IIRC, and all the miners were talking about how the boss kept telling them they were going to strike it rich, but all they found was iron. I used the transmute spell to create some gold ore, to see if he would buy it, but only had the option to sell iron. I dropped the iron ore, just one piece, to see if I could sell the gold, and two of the miners started attacking one another, each claiming they saw it first. A fight to the death, over a single piece of iron ore.

There have been times I have been walking by one of my houses, and somebody walking nearby spews out one of their generic lines, like "I work for Belethor..." If I enter my house while they're still talking, they come inside with me. I feel they are trespassing at that point and attack them, but that gives me a bounty. Usually it goes away because there were no witnesses.

Guys... Guys.... The Riften Guard's have taken side's with the stormcloack's so the imperials attack the stormcloack's problem solved.

If you give Riften to the Imperials during the peace council then Maven Blackbriar becomes Jarl and she is an Imperial. Therefore, her guards will attack any remaining Stormcloak guards in the city.

Sure, but it's a little unfair when you try to help your fellow soldiers out and get a bounty for it!
