They come from the same place as tomatoes and carrots.
They are imported. Tamriel is a big place

and is one of the most useless items besides the broom, fork , etc..

In morrowind you can act like a rat and start you thief career stealing the silver spoons and forks of the good houses (in Balmora xD) .

Why in this thing skyrim get simply too :(
There is a mod that places apple trees behind the meadery in Whiterun. You can pick and eat them:) I forget the name of the mod though.
Wait... there aren't any apple trees in Cyrodiil neither...
I don't think food items are useless at all. I have my character eat 3 meals a day. I also pack eating utensils and cooking gear; meaning that I have to pack realistically to be on the road. It's all about roleplaying.

Southern High Rock, Elsweyr or even Summerset Isle too. Merchant and transport ships still make the run from there to Windhelm, Dawnstar and Solitude.
