Slow menu / inventory / audio stuttering frequently

I've been having this issue since I got Skyrim: Legendary Edition recently, and it's been bugging me. The menu feels dreadfully slow, the audio stutters, and the inventory screen also feels very slow. The game runs at 60FPS constantly on Ultra, so it doesn't seem to be rig related as such... although i'm up for any suggestions really.

GPU: 2x R9 290x in crossfire
Motherboard: Maximus IV Rampage Extreme
Power Supply: 1000W
Direct X Version: 11.2
Background Applications: Avast, steam, catalyst control center.
