try your game it should work now
-w 1920 -h 1080
This should override the settings and force it to play at that resolution. I haven't tested this out on Skyrim but I know it works for other games (at least Valve games like half life or TF2)
Game plays fine in both 1920x1080 and 1920x1200 / 16:9 and 16:10 for me
Delete those three files, skyrim will recreate them at the next start, this helped me to fix the problem.

ctrl+f and search

make changes and save
