Though you do get a player home (archmage's quarters) out of it.
Is this better or worse than earlier TES games? It depends. In Morrowind you could become Archmage without once casting a spell, but by BUYING your way to the top with trainers.
Well, let me see here.
First spell (optional) to get in the college at all. Can be bypassed with a speech check.
2nd spell - a ward
3/4th spell - fire/frost for the machine - and you only really need one of these unless you mess up.
So, I see 2 spells required and 2 optional.
That's all I know about.
Here is what I have counted:
1) Optional spell to get into the college
2) Ward spell during class demonstration
3) Optional spell cast at door in Saarthal (a shout will work, but you are told to use a spell)
4) One (optionally two) spells to focus crystal in Mzulft
5) Two spells to get past doors in Labyrinthian
By my count that's four mandatory spells, plus three optional spells. This is not counting any mandatory staff use, or spells used in CoW side quests.
I've had it once where I needed more than 100 magicka to cast a spell to enter the College. I just went and enchanted some gear for +magicka rather than spend any level-up boosts to do this. The other spells required are, iirc, all novice level, so cheap to cast and easy to find/buy. Some are even present during the quests they're needed for, just in case you haven't learnt them by then.
