Arrows
Where is the best place to buy arrows? I just started and can't find any.

Step 1:
Tools: Pickaxe, Axe (you can get both in river wood or at the cave near the first Touch stones.)

Step 2:
Find a log click activate and chop wood
Find a ore mine (look like rocks but with color inside of them)

Step 3:
Smelter: Melt down the ore into ignots

Ps. If you go to the blacksmith in riverwood he well teach you how to make items

i aslo buy them at the blacksmith or general good store sometimes..And in Silitude you have a shop specialized in arrows and bows:P

The smith in riverwood has some iron and steel ingots lying around by his workbench. Wait until it gets dark, and then sneak and steal them. Then you just need the wood, which you can get by using a woodcutter's axe, and start working by one of the tree stumbs there. Should be easy to find, also in Riverwood.

Otherwise you will often find arrows from the bandits you kill.

You might also want to consider getting the "cojure bow" spell - you will then have an infinite amount of arrows.

Honestly, I have never bought arrows in this game. I find more than enough exploring barrows and bandit dungeons. If you're magically inclined, there's the Bound Bow spell which gives you a bow and 100 arrow for 2 minutes. You can find the tome at Fort Amol Prison by following the river southwest from Windhelm. Its under a lantern in a bucket in the first room.

EDIT: BloodVirus mentioned craftng your own arrows, you will need Dawnguard installed in order to do so.

As voehringer_nitron mentioned, you can only craft arrows if you have the Dawnguard DLC or a mod.

Vanilla Skyrim doesn't supply a way to craft arrows.

Go and kill some bandits or draugr, they've normally got some arrows on them (draugr have Ancient Nord Arrows which are slightly better than the iron arrows bandits usually have at low levels). Don't bother going after Forsworn, though, they're both quite tough and prone to carrying rubbish arrows (7 damage, even lower than iron!) Oh, and there's usually a fairly powerful mage or two lurking among them.

I'm pretty sure if you find an NPC who is taget shooting, you can take the arrows out of the target. Try behind the jerk squad club in Whiterun, or the Imp HQ in Solitude. Also, if you join the Thieves Guild, there is usually someone practicing in their HQ.

I have done it that way before, but I get the majority of mine off dead people.

Free arrows. Go to Castle Dour in Solitude. There are two legion archers who shoot at targets all day long. wait patiently and boom, free steel arrows.

If your character is magic oriented, even if only a little or even just an archer, I second the recommendation of the bound bow. The fort isn't that bad to clear, though you have to be smart. The only drawback is that you need some magicka, and on a truly warrior build, this may not be possible.

If you have Dawnguard, you can make your own arrows using a steel ingot and piece of firewood (yields 24). Once you get the perks for higher level metals, you can do the same with them. Dwarven arrows are pretty good and Dwemer metal is available in huge quantities for free. My character has something absurd like 3k Dwarven arrows (I keep meaning to sell some because it really is just silly).
