Would Skyrim go after you for stealing from a person and then killing that same person

Yes its called murder for a reason.

even when someone dead the game considers objects theirs.

Kill the person in a place without bystanders and loot their body. It would probably be best to use magic to muffle your footsteps (if you don't heave thief/assassin gear) so you can sneak up and perhaps get a one-hit backstab. The items won't be marked as stolen and you won't have a bounty if you don't get caught.

Also would skyrim go after you if have stole some items from a bandit (or anything else evil)

Skyrim will not generally put a bounty for loot taken off of bandits or pickpocketting them. Be warned, the game does goof up at times.
