However, each creature exists in a possible range of levels, with a minimum and maximum, so creatures like Giants who will be spawned regardless of your level are insanely powerful in the early game, because even at their lowest possible level, they are much stronger than you will be, probably until something like level 25 (I don't play vanilla though, so I could be remembering this wrong).
You'll find that side quests are more likely to have level limits I think than main quest lines.
Do note that if you get into modding, this can change. Some quests, such as SkyRe, will play with enemy levels for certain areas, and you won't know ahead of time, which can result in walking into a surprise ass kicking.
