APU's use drivers as well and need to be updated. My desktop with an R9 280x and my old lappy with Integrated HD6450M both use the same drivers.
Edit: Just did some quick research on the HD4000 APU. If your card is an HD4225 or under you may not be able to run Skyrim. I am not sure, but the earlier cards use system ram for Vram. Starting with HD4330 Vram is dedicated. Others here can hopefully clarify this for us both.
When updating, did you set up a Homegroup when asked? If not then follow this guide.

The homegroup is needed for proper file permissions. Basically Windows won't allow you to save your game without it.
Last, check compatabilty settings. My settings in properties> compatability tab on the main files are:
Steam.exe nothing checked
skse_loader.exe compatability for Win7, run as admin
skyrim_launcher.exe compatability for Win7, run as admin
TESV.exe compatability for Win7, run as admin
modorganizer.exe run as admin
loot.exe nothing checked
TES5Edit.exe nothing checked
wrye bash.exe nothing checked
Not 100% sure all these compatabilities are needed, but this is the way mine are set up and everything works fine for me. Someone did post they use win 8 compatability and theirs works fine.
