NPC characters spawned with Console will not move
I was bored so I spawned in some Imperials a Stormcloak camp, and the Imperials just stand still and die after a single hit, the only thing they do is speak when you walk by. I have had troubles with NPCS spawned in before, is this a glitch?

EDIT: I tried again and this time some of them start to fight, while others don't move until attacked

It's like that for me in both Skyrim and Oblivion. I spawn an npc and he just stands there and looks at me like an idiot. I think that you have to give them a function or something. Sorry, I don't know how.

Actually I figured out that I accidently clicked one of them, so I was only turning certain NPCs on and off with TAI & TCAI commands haha
