Quick read of Google and possibly Steam bawked during sync. Suggested that you verify the integrity of the game cache (via the game's properties).

Bloodmurk, I had this same issue because of an old or glitchy mod. Try removing all mods and see if it starts up.

Nevermind found the problem, thanks anyways.

Go to Library >> Skyrim >> Properties >> Local Data >> verify/validate integrity of game cache.
One file will fail to validate but that is 100% normal and that file will be generated during enumeration which is automatic so no worries there.

Be nice to know what your solution was so that others may refer to it as a possibile solution to their similar issue.

Nevermind, it started to work but it's doing it again, but do I go into ( Library >> Skyrim >> Properties >> Local Data >> verify/validate integrity of game cache) through steam or through my files. Once again sorry for my ignorance on the topic.

Right-click Steam icon that is at bottom right of your screen.

Yes, the Library route through Steam.
