Can't Progress Quests
I started a new character that's essentially a paladin and I wanted to go on with the storyline. But as I went about it, I noticed that whenever, let's say for example someone heading to windhelm says to me: "Hey, I'm going to go fight the imperials. You should join the stormcloaks, too." I don't get a quest telling me to go to ulfric. I thought this was kinda cool but expected it would cause some bugs. And knowing bethesda, it ♥♥♥♥♥♥♥ did. So when I arrived at high hrothgar, the greybeards told me about what it means to be dragonborn, told me to prove I was dragonborn, ect, ect until I got to the second word of power part. I recieved the word of power fine and one of the greybeards started summoning the targets. which never actually appeared. Only the effect did. So, I got pissed and attempted to kill the greybeards (which ended in me getting blasted off a cliff) and decided to delete that save and start anew. This character was going to go straight up to join the stormcloaks before doing anything else. So, I arrived at windhelm and did the serpentstone island ♥♥♥♥♥♥♥♥ and came back. But Galmar didn't say anything to me. I know I killed at least 3 ice-wraiths there, but he still didn't say ♥♥♥♥. I think this has to do with a mod I may have installed, but I don't know the name of the file, so I can't delete it. What do I do?

Remove every mod you have and start a new game. Then slowly add them back in until it works
I'm not sure about this, but it should work.

Don't activate any mods till after you exit Helgen, get the unofficial patches, get LOOT, use it to sort your mods. Incorrect order can wreck havoc with the game.

I suggest getting all your mods in the correct order using Loot. Then re-visit Galmar and see if the correct dialogue is shown. If not follow above suggestions. Please note, Bethesda didn't mod your game, you did ;)
