Any mods? Reinstall the game?

I have no mods... and i don't think re-installing the game will work

Why wouldn't it? Sounds like something is messed up. Tried a whole new character?

If verifying casche doesn't work, then i think reinstalling is your only option :/

Let's try the following. Step by step.
- Exit Steam
- Go to Steam folder and remove the folder named appcache <- in case that download data is bad.
- Go to your (My)Documents > My Games > Skyrim folder.
- Remove files Skyrim.ini and SkyrimPrefs.ini <- in case that some glitch has filled them with nonsense. Do not delete them, before Skyrim has succesfully generated new ones!
- Shut down your computer.

- Start your computer
- Start Steam. It will now inspect your mods and prepare the new appache folder for you.
- Go to Steam client Library view
- Right click the game with your mouse
- Select Properties > Local Files > Verify Integrity of Game Cache

- Start the game. Launcher will create new Skyrim.ini. Initializing the game will create new SkyrimPrefs.ini.
- See, if the things are still messed up.

I guess i'll try re-installing the game. If that doesn't work i'll follow any other suggestions here. Thanks to all! :)

The litany I wrote was meant to prevent the need of reinstalling the game. Validating your files is a light version of that and only takes few minutes to complete.

In short: validation process makes Steam to compare the game files in it's cloud to game files in your comptuer. If it sees any differing data - like corrupted or modified file - it will replace just those, instead of wasting time and resources to delete and reinstall everything.

Removing the appcache folder is important with validation process, because data there might not completely match with the data in your computer, so Steam might not recognize the possible broken files from HD properly.
