My suggestion is install mad amounts of mods. It will lower your frame rate and make the game look more beautiful than you could possibly imagine.
Give me a moment and I will provide you with a video tutorial. This particular tutorial will lead you to an extraordinarly powerful graphic set up with the Realvision Enb. You have the system specs to run it. From there you can adjust the game however you like and by the end of it, you will know how to use mods.
Download nvidia inspector (then look up skyrim in nvidia inspector)
Turn on vsync and limit the fps to 60
Press apply changes and everything should be fine! :)
Here is the step by step tutorial. Links to the Nexus are in the description. This is a VERY specific tutorial. It will litterally step by step you through the entire thing. You can ignore tha part about uninstalling and reinstalling your skyrim since you have not done any previous modding. As for testing each mod after you install, that is your call. I did not do that part and it all worked just fine for me.

It is primarily just a mod spotlight but I show a variety of environments.
It stopped the mad frames but now the horse gets stretched and the game just stays with us stuck in the cart?? FFS
One file should fail to validate, no problems that file is regenerated on launch.
Hi Kelvy.. states above no mods. No mention of version.
