I get that as well at times when I've been using the console and or taking screenshots .... If you quicksave and reload it seems to get rid of it ! but I'm unsure what causes it!

Bug is caused by invisibility effect. There is fix in Nexus.

No problem. I got bit too familiar with this glitch, when I was playing Illusionist Mage.

There's more than one, all claiming to solve the problem in a variety of different ways. Some use scripting; some change the 'invisibility' effect to act as a preventative measure.

Here's a newer one that uses slightly modified eye meshes to achieve the desired effect:
