Clear the download data
- Exit Steam
- Go to Steam folder
- Remove the folder named appcache
Clean configuration
- Go to (My)Documents > My Games > Skyrim
- Remove files Skyrim.ini and SkyrimPrefs.ini (extensions might not be visible in your view)
- Shut down and restart your computer
Verify your files
- Start Steam. It will load a bit and create new appcache folder
- From Steam client Library view: right-click the game with your mouse
- Select Properties > Local Files > Verify Integrity of Game Cache
- Let it run
Start the game
- Skyrim will now create new configuration files.
Tell us if it worked. There are other things to try, if this one did not fix your problem.

"fully upgraded 1 terabyte computer" tells us nothing.
SKSE (1.7.0 Alpha)
Installer will create SKSE launcher to your desktop. You need to use it instead of the default launcher, or SKSE does not load.
Always start Steam first, or it will offer you the default launchers. SKSE launcher is legit and works properly with Steam. Most of us are using it. Only the current alpha build has data to for the memory fix.

Binaries can be downloaded from enbdev.

SKSE Memory fix
This is recommended. It doesn't do a thing to prevent the freezing issue, but helps with other possible CTDs. Instructions are my own.

As for the freezing, is it perhaps microstuttering?

Set the framerate cap to 59 and play around with the RenderAheadLimit setting. I've heard 2 is a good setting to start with.
