Ulfrics link stays there all the time, but its his buddy that gives you 99%of orders, the rest just a small change. You will just have to figure out when to go to him.

Try resetting Ulfrics AI. To do this open the console window (using the ~ key), click on Ulfirc and type resetAI

I have read on the internet that you can "disable" and then "enable" a NPC.

To do this: create a saved game first, then open the console window, click ulfric (check that the reference ID displayed on the console matches Ulfrics ID 0001414D, then type disable, hit enter and type enable.

try making a save, then load that save in front of Ulfric

Try finding Galmar again and speak to him. Hopefully he will have something to say about the completed liberation quest, which might reset/add to options to Ulfrics speech.

Was the last mission Galmar gave you the one to liberate Falkreath Hold or was it another one?

no i had to take over three strongholds, after i did i had to talk to ulfric, and it doesnt give me the proper dialogue

The reason for me asking was to try and get the stage number of the quest. Cause I'm thinking that if you maybe redo the last quest you did for Galmar you might trigger Ulfrics other dialogue.

To do this, try the following:
  1. Make a save of the game (In case something goes wrong)
  2. Open the console window
  3. Type setstage CWObj <stage number>
  4. Hit enter

To get the relevent stage number use the following table[www.skyrimsearch.com]. Note that the description in the table should match the last quest description.

Also, if the above mentioned table doesn't make sense, try the UESP Stormcloacks Quests[www.uesp.net]. Just follow the relevant link under the "Quests" secion, and at the bottom of the following links page you will get the quest ID and the relevant stage numbers and descriptions.

If this doesn't work, then I'm out of ideas.
