Can a Nord and Altmer have a baby?
If so does that mean that child can live longer than Nords but not as long as Altmers?

Genarally an offspring take the traits of the mother. Other then that, use your imagination.

Of course they can. Khajits and Argonians probably not. Although Bethesda class them as "races" and not "species" though they clearly are.

Its a thorny issue and you won't find a definitive answer mostly because there are all kinds of real world sociopolitcal aspects of race and gender that cloud the issue.

Well, the Bretons were, I believe, the result of deliberate interbreedig over several generations (with the humans involved being enslaved, I think?), AFAIK the generally-accepted thing is that if a single pair of different Tamrielic races have a child, he/she will take after the mother. So, if the mother's a Nord, the child will be to all intents and purposes a Nord (though there may be some subtle signs of Altmer heritage, I would guess) and if the mother's an Altmer, the child will be basically Altmer.
