My suggestion would be to try and run it as an administrator.

If not I found several different things on Google. I can't promise any results because I've never experienced the error.

"FNIS Behavior V3.3.2 12/10/2012 12:40:59 PM
Skyrim: 1.8.151.0 - C:\Games\Steam\steamapps\common\Skyrim\ (Steam)

ERROR(2023): File "hkxcmd.exe" missing. Maybe it was wrongly removed by an over-reacting virus scanner"

"@Cardboard38: The error message pretty much says it all. You are probably using a cheap freeware virus scanner ("super"antispyware?). You need to switch that off (or buy a real, professional one) to install FNIS. Re.installing, like you described in your pm, apparently doesn't help. @Demore: you didn't read either description, or the installation article. @CarbonNinja52: Install according to the article. @tacoman73696: it's part of the FNIS Behaviors. @SumGhai: just install 3.3. This will update all 3.1 files. @Brokensky: mod list won't help me, I'm not using a lot myself. What you should check is the content of the "behaviors" folder. Usually incompatibilities are there. @Cardboard38: The error message pretty much says it all. You are probably using a cheap freeware virus scanner ("super"antispyware?). When you launch FNIS (I have a desktop shortcut), rather than double-clicking it, right-click and select "run as administrator" from the context menu. FNIS wants elevated privileges, even if your user account is an administrator. Go figure. Gopher just did an excellent video tutorial on FNIS over on YouTube (http://www.youtube.com/watch?v=XLZ2OLK4k68) that might be helpful if you think you might need some additional info.

For FNIS related mods, need to run FNIS generator (for users) prior entering game'
Make sure you tick the correct boxes (7 of them), read what modder tell you and tick the right box.
Run Consistence Check as well

I encountered this myself, and looking at the post above I can see that you probably did the same thing I did. Short story, I created a "shortcut" on my desktop before running the program. The problem is that Windows doesn't create shortcuts the same way as a Mac, and instead of creating a shortcut I COPIED the entire program onto the desktop. The FNIS program uses relative program referencing using the "tool" folder it creates in the Data folder as the starting location (my assumption). Since you are running the program from the desktop, it is trying to find files that can no longer be found where it thinks they should be.

YOUR REGISTRY IS NOT BROKEN !!!! and you do not need scam 3rd party software to fix it. All I had to do was navigate to the tools folder and launch the FNIS program from there. It should work fine, and when you finish it will ask if you want to create a desktop short-cut, which will point to the right place. You can also right-click on the executable file and select "create an alias" to make a correct alias, then move that to the desktop.

I'm gonna post this here because I encountered this problem:

I got the Problem "ERROR(2001): templates\defaultfemale_Template.txt" because I used NMM to install FNIS from the Nexus site.

Download the File and add those Files from the .zip manually.

There are files in the downloaded .zip data, but when I installed it with NMM they weren't added.

sounds like an install problem is Net Framework etc all working ?,i usually don't put my Skyrim files on the same drive as Windows due to the UAC crap (i've got it on another drive )...did you try manual install rather than NMM ?
