Over 60 fps? I don't think so.

Around how much fps do you think it can run at?

What Kerensky is probably alluding to if the fact that Skyrim breaks when more than 60 FPS, so you never want to run it higher.
And don't forget, that an ENB is only the very beginning of real visual overhaul. You need new meshes, textures, effects and lightning overhauls and so on. You are probably running it at around 30 fps if you want to max the graphics out. Even with your fancy 8gb VRAM.

Hoo boy, have you got a card there. For Realvision, I'd say you would probably be running it around 50+ FPS at just about all times. RV isn't really one of the most demanding ENBs. In fact, I'd reccomend trying out Snapdragon ENB. It's got fewer requirements, and, in my opinion, looks way better, and I'm using the "peasant" version. You could probably run the "royale" version at a steady rate.

Though I'm a little confused as to why you say you have 8.1 GB of RAM. Do you just randomly have a .1GB stick in there? Do they make those even?

Could I run it?
8GB RAM
GTX 750 ti
i5 4460 Quad Core 3.20GHz

I'm not asking for 60fps, although it'd be nice. 30+ is tolerable

You forgot to mention your monitor resolution. From my own experience (i5 4690k, R9 390):

1080p - yep, should be able
1440p - nope, not without some heavy fps drops
4k - no chance

n.b. you don't want to be running over 60fps the game engine won't like it

On lowest (performance) settings you should even be able to run other graphical mods.

I'm not sure about your graphics card, but I think it will probably be good enough as long as you only dl the enb, not the extra mods. Personally I couldn't run Realvision with all the recommended mods the creator gives. But realvision with climates of skyrim looks sooo beautiful and is performance friendly

well you should use it with the default realvision enb, you won't lose much fps and your game will look amazing
