Raising Magicka
If you're playing a character who doesn't use magic spells, is there any benefit from increasing your magicka with each level up? Does it give you better magic resistance or enchanting or something? Or is it just to increase the amount of magicka you have in your blue bar?

Unfortunately, even mages can forego raising any magicka at all since you can use enchants to reduce costs of all class spells to 0, thus making all your points wasted in the long run.

And no, it doesn't provide any other benefits like stamina does with carry weight.

Your amount of Magicka limits how long you can maintain certain spells, and if you don't have enough you can't even cast certain spells. Which probably won't hinder you if you don't use magic.

Unless you use the mage skills it won't matter......problem is that, at least for me, i've had to use them from time to time. Mostly healing.
