CoT adds a ton of weather features, along with sky backdrops. There is also Supreme Storms that works with it to add a bit more power to storms and blizzards.

I believe that it also has a function that allows you to darken nights more than the vanilla version to require the need for torches and candlelight. (Interiors also, maybe?)

I just installed CoT the other day and Gila is correct. You get a more realistic feeling with CoT.
More immersive.
Oh yeah, with Supreme Storms mentioned above... a necessary duo in my book. Wouldn't leave Breezhome without 'em.
Hmm, the difference: vanilla Skyrim looks bland and washed out, too brightly-greyish for my taste. But, CoT makes everything sharper, more colorful, more vibrant in some places, yet darker and gloomier in others. Foggy areas are enhanced. CoT is just better.
