Learning skills from NPCs
I tried learning the speech skill from Ogmund in Markarth, but the window doesn't pop up. He just says he's going to teach me and then nothing happens, I'm just still in the conversation menu. I had it happen with one other NPC but I can't remember who it was, but I believe he had been able to teach the sneak skill.

I couldn't find another threads about this issue, so sorry if there actually is one. Also, this issue doesn't happen every time I find someone to learn from, this is only the second time it's happened.

it just a minor glitch, just come back to him later - or you can just walk your way to Solitude to Bards' College...there's like 1-2 bards walking in between roads connect to 9 holds. so total of 18-20 bards not including ones can teach in Bard's college.
A couple of other things to remember about training from NPC. 1) Some NPC will teach you things that increase certain skills without you having to pay, such as the girl in whiterun that you get the mammouth tusk for. 2) You can only train once per level.
Glad to know that I can just come back to him later and it should work. I was getting worried that maybe I'd have to do some over complicated fix lol.

I believe that some of the expert and master teachers require you to be a member of their faction before teaching you skills. Are you a member of the Bard's College?

I think so. I did the quest to find that dead guys really terribly written song. After that they said I was in but there were no more quests that I know of.

I object your 2nd point, i can train same perk in one day twice or more.

nope, that's King Olaf's Verse. that's still a long way to go to have access to master speech teaching. Well, another way is that unless you already have high enough pts in speech (not how many skill points you spend on but the level of speechcraft), sometimes if you have high enough speech point you can have access to except/master training even w/o joining a faction and do loads of quests.

^ But i still do - for example speechcraft perk, i got most my points from selling/trading stuffz with npc, and train speechcraft whenever i see someone can teach. Unlocked legendary level speechcraft and used amulet of Dibella, temp +15 speechcraft to learn master teaching +5 speechcraft onto my legendary speechcraft 33 to 38 :p
