Becoming thane of winterhold problem

I had this weird glitch where i didn't finish up the quest of return the helm of winterhold and then continued the story. after that because of the advancement in the story the jarl was exiled to live in winterhold.

to complete the quest i had to cheat unlock the door and give him the helm and everything worked all right.

but now i want to become the thane of winterhold, i don't know what was supposed to happen after i gave him the helm but i needed to get a quest that would tell me to help 3 people so i could become the thane of winterhold. but for some reason nothing happened.

anyone got solutions?

Presumably you need to speak to whoever the current Jarl of Winterhold is, not the former Jarl (who I imagine is in Windhelm, not Winterhold...)

Yeah I know. I was spoken to the former jarl. I keep getting confused between windhelm and winterhold for somereason.

At winter hold there was no jarl, every time i came there i never saw any new jarl.

I spoke to the original jarl and hadn't get the quest

Hmm, if there's no Jarl, it sounds like there is something a bit more serious up with your game. How far into the Civil War are you?

I haven't even started the civil war. i just did the story and got to the part where each side switches contorl on cities

I'm pretty sure that was why because on the civil war quests i haven't done a thing
