i would try three different things
1. "Can you run it" it's a website that runs over your computer to help you understand what games can and can't run on your computer
2. Do a clean reinstall of the game on your computer but before you do that uninstall all files every single one including mods from Nexus Mod Manager and then run Skyrim at default settings
3. Get a better graphics card, because due to the graphic engine that helps run skyrim it will take a chunk out of your computer causing it to lag so by getting a better graphics card hopefully your game will run better

Here is a 4th option it usually helps for some players:
Install patches and bug fix mods from the Nexus that helps bring down the lag (May or May not help.....each player will get different results due to how their computer is set up)

Keep in mind Game Booster just help game's performance that doesn't mean it will fix ALL issues it will just help your FPS at a higher rate i use a Game Booster once and while it help my FPS my game was still lagging from time to time

Also keep in mind of what mods you installed....my recommendation is install mods (if you use them of course) but install mods that are completly trustworthy enough that the majority of Skyrim Modders can say "This is the mod for you" but don't get over complicated mods that might push your graphics card to the limit like an ENB for instance run mods that just do little by little and not a whole lot

Quick answer: lower game resolution, turn off AA, turn off shadows, and turn off the water effects. Do read the article it is quite good.

Your computer might be a little outdated for Skyrim.

Try lowering your resolution and other graphics settings.

I suggest going to the skyrimnexus at http://www.nexusmods.com/skyrim/mods/43921/? and look for mods that are geared towards increasing performance.

Maybe someone can recommend some mods to increase performance.

your pc cant run it. that hardware is way too old . also onboard graphics are pretty bad.

When I used to play on an all in one PC with intel hd 4000 onboard gpu, I could play skyrim with 40 fps on a small windowed box in the corner of my screen. Sooo yeah. https://www.youtube.com/watch?v=6GkexUNh2Pc here's your solution. :)

RESOLVED. I just modified skyrimprefs.ini and disabled shadows.
