Bretons are loosely based on the Normans and Gauls of France.
Akaviri are a strange case, several sources of lore in the game say there are no humans in Akavir, just various beast races, with the Akaviri themselves being serpent people, but their armor looks human enough.
The Akaviri are kinda complicated by lack of really good in-universe sources, due to both bias and basic lack of information. The best anyone can figure is that the human kingoms of Akavir were destroyed by the Tsaesci (the snake-people) and assimilated into their empire and culture. Which is why when the Tsaesci invaded Tamriel they left behind a crapload of armor designed for people with legs.
From what I know, the Bretons in the game seem to be fairly similar. Bretons apparently were pragmatic form necessity and worked with the Romans and the Normans.
