Dragonborn is not download

Steam say that dragonborn is install on skyrim but when i go check the esm files i dont see it and in the game the dlc is not install

right click on skyrim in your list of games, left click on PROPERTIES, left click on DLC-make sure the dlc is checked on

the dlc is checked on, i try to check it off, and after to check it on, but that doesnt work

You know for sure it isn't working you should be approached by 2 cultist after the attack you'll find a note on 1 of them that starts the quest. This happens after the first time you've been to the greybeards.

im sure its not working because when i go to Windhelm, the boat with who is supossed to take me to solstheim is not there
