So all of a sudden since I downloaded the dlc's my character will no longer run... I mean at all. No matter if I take all the weight off him he won't run. So.... basically HELP!!!

Obvious questions, but do you have your toggle run key on? Default is caps-lock.

1. there is a run toggle key, its caps lock
2. try to sit somewhere or get on a horse
3. use anything that would change your run/walking speed

Do you mean run as sprint (default key is Alt) or your standard run?
And are you vampire, because vampires take serious stamina regen hit in sunlight and basically have to go indoors to regain it?

Sounds like overweight.

You game files might have been damaged somehow. Try to validate them.
- Exit Steam
- Go to your Steam folder and remove the folder named "appcache."
- Reboot your computer

- Start Steam. It will load a bit, inspecting your games for new appcache folder.
- From Steam client Library view, right click the game with your mouse.
- Select Properties > Local Files > Verify Integrity of Game Cache
- Let it run and you are done.
- It will always fail with 1 file. This file is related to your graphics configurations. It has 0 impact to your game and is related how Steam handles these things.

That folder stores the data it collects slowly from your game. Steam will decide if your files need to be replaced by checking the data from it. Otherwise Steam would have to inspect all your games during each start. That would create a huge extra stress for the system.

Sometimes appcache does not get properly refreshed. Your master files may be bugged out, but Steam only sees clean data from bugged appcache folder. By deleting it, we forced Steam to do a full inspection trough your games and check the file verification process against the fresh data.

Edit: Sorry about typos. I fixed what I saw. It's 22:55 and I have been a bit sick this day.
