Why can't I start the Jagged Crown Quest? (Imperials)

I listen to the conversation between Tullius and Rekke about the Jagged Crown, but then I get no dialogue options to start the quest. I have reloaded my save four times and listened to the very end of the conversation each time but still, nothing.

Could someone please help me? Are there any console commands or anything to help me bypass this?

I also have a few mods installed, but I don't know if they would interfere with the quests.

List down your mods? Also the Legion's side is a little bugged, especially in regards to Legate Rikke. Also do you have the Unofficial Patches?

If I listed my mods, I would be here a while. It's mainly armor and followers. The only mod that I have that alters gamplay in any way is the Alternate Life mod.

And no, I do not have any unofficial patches. Do you reccommend I do?

I just went trough Unofficial Skyrim Patch version history. There are several notes about Jagged Crown and quest, but I am uncertain if they will definetly fix this. However, there are notes about how Rikke and Tullius repeat their last lines after scene. This might have something to do with your bug.

Install the Unofficial Skyrim Patch + DLC patches (if you have any.) They are linked at the same page.

I have the unofficial patches and when I use the console to complete the quest the stage sticks to 0.
