Dawnguard or Dragonborn
at first to buy Dawnguard or Dragonborn?

Up to you, though I personally prefer Dragonborn as the absolute endgame destination, while Dawnguard (depending on your character), around early-mid. Dawnguard's got crossbows that are extremely efficient and the Vampire Lord, making the Vampire subrace something to actually look into. Dragonborn on the other hand has better shouts and overall loot (along with a new area to explore, similar to the Shivering Isle Oblivion DLC), and one of my personal favorite story arcs (In Skyrim).

But personally, I do prefer Dragonborn over Dawnguard simply because I don't care for archery or vampirism.

Purchase both of them. Dawnguard provides two branching paths of one story while Dragonborn provides an entire new worldspace to explore in the form of Solstheim, which if I recall correctly, was part of a DLC for Morrowind (so you're essentially returning to Solstheim).

If you can't afford both at once, I'd go for Dawnguard first. The story overall is just a lot more interesting, to me /siding with Dawnguard. I didn't like the vamp. perks (only did it for achievement on a later playthru). I've completed both dlc's.

*Dragonborn on the other hand- how much you like it will depend on your playstyle, if you don't mind wandering thru Apocrypha on several occassions and 1bugged achievement linked to the quest then it will be alright. Some like to explore 'some', others not so much at all, and others still- just nothing too extensive (some call the Apocrypha missions 'grind worthy'- I take it they got lost). Better yet, can watch some youtube videos and choose for yourself according to what you like.

I think Dawnguard is required a lot more for good mods. I think if you are ultimately planning to get both, you should start with Dawnguard.
