Have you played this game before and are you subscribed to any Workshop mods?
EDIT: Also, chaotic brought up something important that I forgot to bring up. Right click on Skyrim in your Steam LIbrary and hit "Properties", then go to "Local Files" and "Verify Game Cache".
1. go to library
2. right click on Skyrim scroll down to properties and click on it
3.go to local files
4. and click on verify intergity of game cache DO NOT INTERUPT the process
have you try running LOOT or verify cache? or running the game on low graphics?
EDIT: If you do have any workshop mods that were enabled, there's no need to unsubscribe. You can just uncheck them in the launcher under "Data files" for reenabling later.

This program will help sort out your load order and such and also address issues and such
Loot is a load order modifier. It aims to place your third party plugins where they are best fit and it can help with several things.
EDIT: haha Chaotic we seem to be answering at the same-ish time.
Try to turn off Steam Overlay. It seems to help.
