Strange Glitch on New PC Build.

There is this weird glitch where I get perfectly smooth 60+ fps performance everywhere but when moving over certain surfaces. Instead of walking smoothly and the camera panning smoothly everything gets stuttery and jittery (It is important to note that while the glitch is happening the fps is still 60). The problem is exactly the same from low to ultra graphics settings. I've got a r9 280x, ssd, etc high end stuff. This problem wasn't there at all on my previous peice of crap comp with a Radeon HD 5770, so I'm sure my hardware is good enough. Also I've put 247 hours on to the non steam version so I can definately tell that the stuttering isnt from loading, looking at certain graphics, bad hardware, etc, but definately from walking upon certain surfaces. Nothing seems to set these glitch surfaces apart from the ones that I don't glitch out on. Any ideas??

I have that same problem I just got skyrim Three days ago and the stuttering starting after playing a little bit and it annoys me so much.

You sure you've got all to date drivers, etc? Let Skyrim re-detect your new hardware? Copying over old Skryim.ini files aren't going to cut it.

That version was deleted ~2 ago, and the os it was installed on was completely wiped when I reinstalled windows for my new comp; I just bought it on steam and thats why I've started playing it again.

Hey I bought it on PS3 on release day, and the cd didnt work that came with the second copy I bought for PC. And I've just bought it on steam. Thats 3 times I've purchased this game now.
